Sir,
I am directed by Mr. Secretary Chamberlain to transmit to you herewith the draft of a despaton which it is proposed to address to the British representative on the international commission which is to meet in China on December 18th next to enquire into the question of extraterritoriality in China. Draft notes for the confidential guidance of the British Commissioner are
also enclosed.
2. Mr. Chamberlain would be glad to learn at the earliest possible moment whether the Secretary of State for the Colonies has any observations to make on these two drafts. If so, the quickest way to settle the terms of the drafts might be to arrange an interdepartmental meeting. Mr. Chamberlain will arrange this if it should be thought desirable by any of the departments concerned.
3. A similar letter has been addressed to the Board of Trade, India Office and Office of Works.
